Ruben Flores is an innovative, tireless advocate for Laguna Beach, local arts & civic organizations, Laguna’s natural resources, and committed to improving quality of life for its residents & the vitality of its businesses. His love for Laguna has been demonstrated through countless donated hours, utilizing his professional expertise to improve the resources that comprise 80% of the city’s landmass – our trees, canyon, parks, beaches, and green spaces.


A regular speaker in City Council, Ruben’s efforts directly led to the creation of Laguna’s 1st Arbor Day Celebration, as well as Laguna’s designation as a Tree City USA. As President of the Beautification Council, he collaborated with the Laguna Beach Garden Club and the city to create the Sister Cities Garden in Heisler Park. Flores is Chair of the Laguna Beach View Restoration Committee, former President of Laguna Beach Beautification Council, has served on the Board of Pacific Marine Mammal Center, and was instrumental in the planning of the recently completed Laguna Beach Village Entrance.

Ruben is actively involved in many national, state, and local organizations, and is known for promoting Laguna artists and their work. He has chaired or served on numerous committees creating one-of-a-kind fundraising events for groups including the Laguna Art Museum, Laguna College of Art + Design (LCAD), Pacific Marine Mammal Center (PMMC), South Laguna Civic Association, Glenwood House, Laguna Outreach for Community Arts (LOCA), Laguna Plein Air Painters Association (LPAPA), Laguna Sister Cities Association, Laguna Beach Garden Club, Blue Bell Foundation for Cats, and was a founding member of the South Laguna Beach Community Garden Park and the HIP District. Ruben also has been a two-time Laguna Arts Alliance Art Star Arts Patron nominee and the honoree at LOCA’s One Thin Dime annual fundraise for whom he has raised money & taught classes.

With a BS/MBA from CalPoly Pomona, Ruben has developed an International clientele, been awarded more than 140 regional and state-wide honors for his design and construction work / featured in national and local publications for his commercial and residential landscapes, and experienced value derived from wise decision-making.  Through the work of his company, Ruben has improved more than 150 properties in Laguna Beach alone.


 As the son of naturalized immigrant parents from Mexico and the middle child of five, I always have had a love for culture, beauty, and nature. My parents were raised in large families of different social strata –  Mom, from Mexico City, a descendant of a former president – my father from a small town. They provided formative experiences that solidified my understanding that all people have value no matter their background. They instilled in all their children a strong love and respect for hard work, for family, and very early on, a love for Laguna Beach.

Born in Lakewood and raised in the San Gabriel Valley and Inland Empire, I remember fondly family trips to the beach in Laguna when just a small boy.

I was the first in my family to attend college, getting my Bachelor of Science in horticulture as well as an MBA from Cal Poly University Pomona. Upon graduation, I began my landscape design business in Laguna. I have developed an International clientele, been awarded more than 140 regional and state awards, have been featured in numerous national and local publications for commercial and residential designs, and increased property values for more than 150 Laguna properties as a result of my career’s work.

I’ve lived my entire life in California,  but I have worked all over the world. I am proud of all I have achieved and proud that those achievements allowed me to realize my dream of purchasing my home here more than 24 years ago.
